§ Mr. Gordon CampbellThis matter, which is primarily for my right hon. Friend the Home Secretary, is not one on which it is possible to act without the agreement of the Churches. As the hon. Member may be aware, the British Council of Churches has recently passed a resolution calling on the World Council of Churches to enter into further consultations on this matter with the Roman Catholic Church.
