§ Mr. Gordon CampbellWhile substantial lengths of motorway and dual carriageway are already completed or in386W preparation on this route traffic volumes do not at present justify such provision over the entire length. My policy is to improve the route to the standards which are required as rapidly as statutory and construction procedures allow.
