asked the Secretary of State for Foreign and Commonwealth Affairs if he will take the initiative in reconvening the Geneva Conference to seek to bring about a settlement of the conflict in Vietnam.

No. The parties to the war are close to agreement on a settlement in Vietnam. This would be a long step towards the goal of a just peace in the region. I am satisfied that these direct contacts between the parties are the best way of making progress at the present time.

The draft agreement envisages a new international supervisory commission, and an international conference, which might endorse the settlement and relate it to existing international agreements.
