Mr. Terry Davisasked the Secretary of State for the Environment whether he will seek to amend Section 6 of the Local Government (Financial Provisions) Act, 1963, in order to make it clear that an urban district council may incur expenditure on something which a county council is forbidden to do.
§ Mr. Graham PageNo, Sir. The expenditure which any council may or may not incur under this section is related to its own powers. The powers of other authorities are not relevant.
