§ 4. Mr. Croninasked the Secretary of State for Social Services when he intends to introduce legislation to amend the Acts which now preclude emergency payments by local authorities to elderly and handicapped people.
§ Mr. DeanIt has been represented to my right hon. Friend that a limited power to make emergency payments to such people would be justified and he proposes to consider with his colleagues the possibility of legislation at a suitable opportunity.
