asked the Secretary of State for Social Services (1) why he has limited the terms of reference of the committee reporting on conditions at Napsbury Hospital to the period after 1st January, 1972;

(2) if he will amend the terms of reference of the committee reporting on conditions at Napsbury Hospital to include periods before 1st January, 1972, thus allowing a number of persons who have complaints relating to those periods to give evidence before the committee.

The limitation was intended to emphasise that the main purpose of the investigation is to carry out a professional appraisal of the medical and nursing methods used and of the underlying approach, and not to inquire into particular incidents or complaints. The investigating team will naturally take a close interest in any suggestion of a change in medical and nursing policies or methods and will be glad to see anyone who has relevant information, including relevant information in connection with incidents or complaints which occurred in 1970 and 1971.
