asked the Secretary of State for Trade and Industry if he will introduce legislation to require the airport authority, in the first instance, to pay compensation for damage caused by objects dropped from aircraft, with the right to recover such damages from the person responsible.

Mr. Onslow

No. It would not be appropriate to place on an airport authority responsibility for this type of damage caused by aircraft operators. A right to recover damages from the owner of the aircraft without proof of negligence already exists under Section 40(2) of the Civil Aviation Act 1949.
