Mr. William Edwards

asked the Secretary of State for Wales whether he will institute a study of the potential of railway lines to be used primarily for excursion trains including dining cars, prior to taking a decision over closure of any railway line in Wales.

Mr. Peter Thomas

A separate study is not required. No passenger line may be closed without the consent of my right hon. Friend the Secretary of State for the Environment, which would not be given without the most careful consideration of all relevant matters, including the potential of the line for the development of different kinds of traffic.
