§ Mr. Peter ThomasTwo local authorities in Wales have made representations to me about extending the scope of concessionary travel arrangements to include mentally handicapped persons. Representations have also been made to my right hon. Friend the Secretary of State for the Environment. Whilst there is at present no indication of a general desire for wider powers, Newport CBC has extended its welfare arrangements to cover concessionary fares for mentally handicapped persons.
