23. Mrs. Castle

asked the Secretary of State for Social Services what representations he has received asking him to grant exemption from the payment of prescription charges to all students in full-time educational studies who have not yet attained the age of 25 years; and if he will make a statement.

Mr. Alison

We have received four letters since June, 1970. In replies it has been explained that anyone aged 16 or over who cannot afford to pay prescription charges is entitled to exemption or refund. Where exemption cannot be claimed the prepayment certificate is available for those who need frequent prescriptions.

56. Mr. David Steel

asked the Secretary of State for Social Services if he will estimate the annual cost of amending the National Health Service (Charges for Drugs and Appliances) Regulations so as to grant a one-year exemption from prescription charges to any woman whose child is either still-born or dies within the first year of birth.

Mr. Alison

The cost is estimated to be of the order of £20,000 a year in Great Britain.
