asked the Secretary of State for the Home Department whether he will now take steps to prevent Irish Republican leaders from entering any part of the United Kingdom for the purpose in his opinion of addressing public meetings in order to inflame public emotions.

I shall not hesitate to exercise my powers to refuse admission where I consider that admission would be contrary to the interests of national security. But these powers are restricted to people arriving in the United Kingdom in ships or aircraft. People who enter the United Kingdom by land are liable to the normal criminal sanctions if they commit offences. The Incitement to Hatred Act (Northern Ireland), 1970, imposes penalties for incitement to hatred and for the circulation of certain false statements or false reports.
