asked the Secretary of State for Social Services what decline in cigarette smoking he has assessed during the 12 months since the spring of 1971 when he introduced his voluntary methods for smoking discouragement in preference to the legislative proposals of the hon. Member for South Worcestershire; and whether he will make a progress report.
