§ Mr. WhitelawI have no plans for any major reorganisation of the Royal Ulster Constabulary to whose steadfast devotion to duty in times of great peril and stress I should like to pay tribute. My purpose is that they should be able to resume fully their primary responsibility for the preservation of law and order.
