§ 47. Mr. Strangasked the Secretary of State for Scotland if he will investigate the feasibility of devolving some functions at present carried out by the central Government to the local authorities.
§ Mr. Younger:The Wheatley Commission concluded, after thoroughly examining the possibilities, that it would not be appropriate to confer any major new function on local government at present. We agree, but we intend to reduce Government intervention in the management by local authorities of the services which they administer.
