§ Mr. ChannonThe Department's overall estimates of the number of council tenants likely to qualify for rent rebate are derived from statistical samples indicating the age grouping, income and household structure of people living in council houses. Subdivisions into the categories cited by the hon. Member would be too speculative to have much meaning.
