§ THE PARLIAMENTARY UNDERSECRETARY OF STATE, FOREIGN AND COMMONWEALTH OFFICE (THE MARQUESS OF LOTHIAN)There were informal discussions with the Dutch last year, at their suggestion, to exchange views on the possible implications of the free movement of labour following the enlargement of the European Community. The joint declaration annexed to the Treaty of Accession, to which the United Kingdom and Netherlands Governments are of course parties, provides a basis for Community action should any difficulties in this field arise in any Member State.
