§ Mr. KershawIn the extremely rare cases where a birth certificate is not available because of failure to register the birth, Passport Office requirements can usually be satisfied by a baptismal certificate, a statement from the first school attended or by a statutory declaration made by an older member of the immediate family who has personal knowledge of the facts of the birth.
