§ Mr. Arthur Lewisasked the Secretary of State for the Environment whether his attention has been drawn to the 1971 Report of the Commissioner of the Metropolitan Police calling for a system whereby for fixed penalty offences the last registered owner of the vehicle should be held responsible for any offence other than those committed whilst driving; and whether he will initiate either by order or legislation such arrangements.
