§ Mr. Eldon GriffithsYes. Power to provide such litter bins is available to all local authorities and parish councils. Authorities must decide the scale of provision for themselves. But I hope that they will bear in mind the extent to which the provision of enough receptacles in suitable places can help to reduce the litter problem.
