§ Mr. PriorInvestigations into the use of baleen whale products indicate that substitutes are available. This is evident from the fact that by-products of the meat and fish industries, rather than baleen whale meat, are now being used for pet foods, while other oils and fats have virtually displaced whale oil in the manufacture of margarine, cooking fat and soap. My right hon. Friend the Secretary of State for Trade and Industry and President of the Board of Trade has initiated inquiries into the possibility of substitution for sperm whale products in their many industrial uses.
