Mr. Sutcliffeasked the Secretary of State for the Environment if he will seek to amend town and country planning legislation to give owners of property and owners and occupiers of premises where business is carried on the right to apply, at the outset of planning blight, for a certificate of minimum value equivalent to the market price, including an assessment of goodwill in respect of a business.
