§ Mr. Carterasked the Minister of Posts and Telecommunications under what arrangements Government Departments are enabled to broadcast through the British Broadcasting Corporation.
§ Sir J. EdenGovernment Departments are not in any circumstances enabled to broadcast through the BBC; but under Clause 13(3) of the BBC's Licence and Agreement any Minister can require the Corporataion to broadcast an announcement and, if in the opinion of a Minister there is an emergency, he can request the BBC to broadcast any other matter. In either case the BBC can, if it chooses, make it clear that the broadcast was requested by a Minister.
