§ Mr. Gordon CampbellI have now completed the preparation of proposals on this subject and it is my intention to publish them in the form of a Green Paper shortly. This is a complex subject and I should therefore like to see a wide discussion of the problems involved, on the basis of the Green Paper, and to have consultations with those principally concerned.
