§ Mr. R. CarrI would remind the lion. Member that what has been set up is not a Royal Commission with wide terms of reference, but a panel charged with a specific and fairly limited remit. As stated in the White Paper (Cmnd. 4748) the members have been appointed as individuals for their broad and relevant experience and for having the necessary qualities to do the job, and not in any representative capacity.
