Mr. Edelmanasked the Lord President of the Council whether he will require lobbies acting on behalf of foreign interests in relation to parliamentary proceedings to declare their interest in an official register to be published in the OFFICIAL REPORT at the beginning of each parliamentary Session.
§ Mr. R. CarrI am not satisfied that any such register is practicable for similar reasons which led the Select Committee on Members' Interests to reject the proposal for a register in that field—namely, the problems of definition and enforcement.
