asked the Minister for the Civil Service if he will detail the current requirements for recruitment to the post of executive officer from those currently serving in clerical grades.

Clerical officers are recruited to the executive officer grade though an annual competition run by the Civil Service Commission for the promotion of serving established staff. Applicants must be at least 17½ years of age and there is no upper age limit. The competition comprises a written examination followed by an interview for those who reach the qualifying standard in the examination or have been exempted from it because they possess specified GCE qualifications at advanced or ordinary level or a qualification of equivalent standard. Clerical staff under 28 who possess these qualifications are also elegible for executive officer appointments through the Civil Service Commission's public open competitions for this grade. Clerical officers may also achieve promotion to the executive officer grade.
