asked the Secretary of State for the Environment what investigations he made of the risk of unfair competition against smaller firms from local authorities before making the Local Authorities (Goods and Services) (Public Bodies) Order 1972, Statutory Instrument No. 853.

I do not consider the Order will lead to unfair competition against smaller firms. Local authorities and associated bodies under the Order will continue to be concerned to obtain goods at competitive prices whether from a large organisation or a small one.
