asked the Secretary of State for Foreign and Commonwealth Affairs what treaty obligations the United Kingdom has to consult other countries in conection with the admission of East Germany to the United Nations Organisation.

Her Majesty's Government's obligations in this respect are based on our continuing responsibility, together with the French, United States and Soviet Governments, for Germany as a whole. In the 1952–54 Bonn Relations Conventions the three Western Powers have undertaken to consult the Government of the Federal Republic on such questions. Consultation with other NATO States is necessary by reason of the Declaration of the three Western Powers made on 3rd October, 1954, with which all NATO States associated themselves.
