§ Mr. James Hillasked the Secretary of State for the Environment if he will now allow all local authorities as of right to sell council houses at a 30 per cent. discount in compensation for a five-year pre-emption clause.
§ Mr. AmeryAll local authorities are at present empowered to sell at up to 20 per cent. below unrestricted market value where conditions including a five-year pre-emption clause are imposed on the sale. In special circumstances the Secretary of State is prepared to consider applications from local authorities for consent to sell at reductions of up to 30 per cent. on unrestricted market value. These arrangements are considered adequate for present circumstances.
