§ 74. Mr. Godman Irvineasked the Secretary of State for the Environment if he will give consideration to extending the powers referred to in his Circular, Roads Number 63–71, to enable agricultural land in excess of the requirements of highway authorities to be cultivated by the adjacent farmer.
§ Mr. Michael HeseltineThe powers in Section 43 of the Highways Act, 1971, to which the Circular relates, already enable highway authorities to license the cultivation of highways land by adjacent farmers.
