For statistical purposes, some of the smaller territories are taken together. The independent Commonwealth country, Tonga, is in fact bracketed with dependent island territories in the Pacific.

Whilst Brunei continues to be included among the countries and territories to which the arrangements will apply, since the signing in November, 1971, of an Amendment Agreement, to the 1959 Agreement, Brunei is now a sovereign State in treaty relationship with the United Kingdom.

Mr. Anthony Royle

The total number of staff in the News Department of the Foreign and Commonwealth Office on 1st July, 1970, and 1st December, 1971, was 24 in each case.
