§ Mr. Arthur Lewisasked the Chancellor of the Exchequer whether, in view of the need to expand the economy without causing inflation and to assist in combating rising unemployment, he will consider in his forthcoming Budget increasing all social welfare benefits by 10 per cent. and increase the income tax level before tax is paid to remove all those in receipt of incomes below the national average from paying income tax.
