§ The Prime MinisterWe can have only one representative in the Council of Ministers, who will be my right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs. But my right hon. Friend the Secretary of State for Scotland and his officials will take a full part in preparatory discussions in this 359W country before policy issues of interest to Scotland are considered in the Council of Ministers.
