Mr. Spearing

asked the Secretary of State for the Environment (1) what is the estimated total cost of administration of housing in local authorities in England and Wales eligible for grant or subsidy from his Department; what steps he has taken to estimate the changes in such costs consequent on the implementation of the Housing Finance Bill; and when he intends to publish the result of any such inquiries;

(2) what are the estimated total numbers of persons employed in the housing departments of local authorities in England and Wales; what steps he has taken to estimate the increases of staff necessary to implement the provisions of the Housing Finance Bill; and when he intends to publish the results of any such inquiries.

Administration costs do not at present qualify for housing subsidy but, within determined limits, they will so qualify as a result of the Housing Finance Bill. I am unable to give details beyond those given in the Bill's Explanatory and Financial Memorandum.
