asked the Secretary of State for Trade and Industry whether his Department has concluded its preliminary inquiry into the collision between the British vessel "Redthorn" and the Liberian vessel "Elphia"; and what actions have been taken thereon.

After considering the report of the preliminary inquiry into this casualty I have ordered the holding of a formal investigation under Section 466 of the Merchant Shipping Act, 1894.
