§ Mr. Peter ThomasI cannot yet forecast a starting date for the construction of the Holywell bypass, but, as I informed by hon. Friend the Member for Flint, West (Sir A. Meyer) on 31st July, I expect to publish my proposals for the route in the autumn of 1973. Caergwrle bypass is the responsibility of Flintshire County Council as highway authority, and it is for the authority in the first place to decide its priorities.
