asked the Secretary of State for the Environment what requirement will be placed on metropolitan counties and metropolitan districts to provide sites under the Caravan Sites Act 1968 and the Local Government Act 1972.

By virtue of Section 190 of the Local Government Act 1972 metropolitan county councils will have a duty under the Caravan Sites Act 1968 to provide adequate accommodation for gipsies residing in or resorting to their areas, but this duty will be limited to providing accommodation for not more than 15 caravans at a time in each metropolitan district. This duty will not extend to the provision of accommodation in the areas of any present county borough councils which are granted exemption before 1st April 1974.

Metropolitan district councils will have no duty to provide accommodation for gipsies, but they will have a duty to manage sites provided by metropolitan county councils.
