asked the Secretary of State for the Environment what is his present policy toward car parking in the London Royal Parks; and what estimate he has made of the effect that parking facilities, including seasonal arrangement's, have on traffic congestion in central London.

My policy is to provide parking for genuine visitors to the Royal Parks, while deterring the all-day commuter; and I am reviewing the controls on parking in the Royal Parks with this in mind. However, Horse Guards Parade is made available in December after 6 p.m. to Christmas shoppers at the request of the Greater London Council and the police, though the desirability of providing this facility is reviewed each year. It is difficult to estimate the precise effect of the controls on parking but they must deter some all-day commuters from bringing their cars into central London; and I intend to deter more.
