Whether they are informed of the recent evidence of the Chairman of the United States National Advisory Committee on the Oceans and the Atmosphere before an Oceanographic Sub-Committee of the House of Representatives to the effect that man's ability to modify the weather has now reached a stage where it may be used as a weapon of war; and how they propose to develop United Kingdom policy towards this matter.
§ THE SECRETARY OF STATE. OR DEFENCE (LORD CARRINGTON)We are aware of this evidence. However, the information available to the Meteorological Office on the efficiency of possible methods of weather modification does not indicate that any changes in the weather can be induced artificially with sufficient magnitude or reliability to be effective as a weapon of war. It appears unlikely that any such methods can be developed in the foreseeable future.
