§ Mr. CarlisleMy right hon. Friend has decided that the time has come to replace the present provisions by new ones which alter the arrangements for appellants while ensuring that special facilities for legal and medical consultation are to be available to any prisoner who is a party to legal proceedings. The necessary amendments to the rules are being laid before the House today. These will also provide for time spent in custody prior to conviction to count for remission.
