§ Mr. Gordon CampbellIn 1970, the latest year for which figures are available, average house rents were 4.2 per cent. of gross household income in Scotland and 7.6 per cent. in England and Wales. Comparisons with other countries are not useful, chiefly because housing subsidy arrangements vary widely.
