Mr. Elystan Morgan

asked the Secretary of State for Wales what he estimates the contribution of the Government to be towards the cost of implementing the proposals of the Bowen Committee, which have been accepted by the Government, in the financial year 1973–74.

Mr. Peter Thomas

The phasing of the programme will be determined after I have consulted the local authority associations. Until then I cannot estimate the costs in any given year.

Mr. Elystan Morgan

asked the Secretary of State for Wales if he will seek powers to make grants for encouraging the increased use of the Welsh language, in addition to the grants towards the cost of bilingual road signs.

Mr. Peter Thomas

No new powers are necessary to meet the cost of bilingual road signs or of the very many other ways in which the Government support the Welsh language.

asked the Secretary of State for Wales what legislation will be required to implement such of the proposals of the Bowen Committee as have been accepted by Her Majesty's Government.

Mr. Peter Thomas

I am advised that the necessary powers exist sufficiently in the Road Traffic Regulation Act 1967.
