asked Her Majesty's Government:

Whether, in view of the Press reports of continuing demands by the Soviet Government of Russia for deposits of currency before granting exit permits, they will instruct the United Kingdom Representative at the United Nations to raise this matter in the Human Rights Commission.

We deplore any action which limits the right of free movement and we have told the Soviet authorities of the concern felt in this country about their proposed exit taxes. We have no first-hand information about the matter, and no direct standing. It is far from clear whether discussion in the United Nations would benefit those who may be affected.
