The Solicitor-GeneralThe performance of a chairman may from time to time be judged in the light of comments of the House of Lords, the Court of Appeal or a divisional court, or the opinion of the president of the tribunal. Whether a chairman can fairly be said to have served with distinction is no doubt a matter of judgment on the part of the person making it in forming which such comments can be taken into account.
