§ Mr. NobleThe report is being published today. It applies to industrial and commercial, but not domestic, fire insurance. The majority of the Commission made three recommendations: that the agreements and arrangements among the members of the Fire Offices' Committee constituting the tariff system and the Co-Insurance Agreement among some of the members should be terminated; that the arrangements or understanding among all fire insurers as to the application of average to industrial and commercial fire insurance should be terminated; and that the provision of a collective statistical service by fire insurers, if they so wish, should not be regarded as
