§ Mr. KirkThe women cleaners at the Ministry of Defence offices at the Empress State Building, Earls Court are employed by a contractor who is responsible for agreeing rates of pay, and arrangements in respect of holiday and sick pay. The Department's contract with the Company concerned defines the price for work done but not employees' rates of pay. In accordance with normal practice the contract includes in the conditions a requirement that the contractor observe the Fair Wages Resolution passed by this House on 14th October. 1946.
