§ Mr. Dudley SmithMy right hon. Friend is consulting his colleagues in the Government on many aspects of the report, and he has sought the general reaction of the CBI and the TUC. As he told the House on 19th July, we hope that our consultations with the CBI, the TUC, local authorities and others concerned will be completed in the autumn.
