§ Mr. PriorWhile we are anxious to inform the House as early as possible of the details of any agreements reached with the Council of the European Communities, it is not the practice to reveal the details of any proposals that have been made, whether by the Commission or otherwise, in the course of the confidential negotiations preceding those agreements. But, as I said, in reply to the right hon.
