§ Mr. HigginsIt has been represented that my right hon. Friend should announce now the rates of duties on wines and spirits which will be in force following the introduction of value added tax on those goods. He has replied to the effect that any decision about the rates of duty next year must be taken in the light of the economic position and budgetary requirements nearer the time of the change.
