Mr. Russell Kerrasked the Secretary of State for the Home Department whether he has studied the recently published book by David Yallop concerning Derek Bentley, entitled "To Encourage the Others", a copy of which is in his 189W possession; and, in view of the evidence it contains, whether he will now institute an inquiry with a view to a posthumous pardon being granted to this educationally sub-normal young man.
